[p4] Perforce Review Daemon and Non-Developers

I'm not cheap, I love perforce, but I don't want to purchase licenses  
to allow for clients, management, etc review submitted changes to the  
repository despite the fact that they will *never* touch the  
repository (the only way they receive any source code is compiled or  
in weekly snapshot tarballs)

Is there any way anybody knows of to setup reviews from the review  
daemon to be sent out via email from my perforce server to  
"satellite" members of a project (those not directly involved with  
development, but who 'would like to be informed' as to development  
progress)

Besides, it'd be nice to have these folks see the reviews and the  
descriptions therein:

"NO NO NO! library STILL broken because <otherdev> is a complete  
<expletive deleted> <expletive deleted> moron"
