[p4] customization of changeset number

Perforce maintains a number of counters for internal use.  One of  
them is the change counter.  This has the important property that it  
must be monotonically increasing with time, something that Perforce  
ensure in normal use  You mess with this at your peril.  You can see  
all the counters with 'p4 counters'.  Perforce has a separate notion  
of jobs and fixes which are intended to act as the interface to bug  
or call tracking mechanisms.  The older Perforce Defect Tracking  
Integration or the new Perforce Defect Tracking Gateway are the way  
to map your TeamTrack issues to your Perforce changelists.  Both  
these products are documented on Perforce's web site.
