[p4] Print informational message on submit

This was one of those "executive mandates" that no amount of explanation
will enlighten them on just how bad of an idea this really is.
I've been "asked" to do this before and the effectiveness of
"informational" pop ups lasts about 36 hours. After that it's just one
more click that ticks the developers off every time they submit.

Hi Shawn,
I don't know of a way to do exactly what you are asking Shawn, but you
could use a form trigger to modify the change form to add this reminder
to the description field, or you could use a post submit trigger to send
them an email reminding them. The post submit trigger would be nice
because it could remind them using a specific change number that they
need to integrate.

A "request" has been made to have Perforce print a message to
the user
reminding them to integrate their current submission to another
branch.
They don't want an email but a pop up message.
Any help is appreciated.
