[p4] P4V vs P4Win

And yet, the last time I used it anyway, P4Win had one very
un-Windows-like feature that P4V does not: the ability to restrict the
left-hand pane to folders only while looking and the files on the right.
This standard Windows explorer layout is one of the main reasons I
prefer P4V.

P.S. There may have been a way to do this in P4Win but I never stumbled
upon it before switching for good.
