[p4] Print informational message on submit

Hi Shawn,

I don't know of a way to do exactly what you are asking Shawn, but you could
use a form trigger to modify the change form to add this reminder to the
description field, or you could use a post submit trigger to send them an
email reminding them. The post submit trigger would be nice because it could
remind them using a specific change number that they need to integrate.
