[p4] Print informational message on submit

I reckon you can use a "change-commit" trigger that fires no matter what
(fails).  The submission is made and the user then sees an ugly message
box pop that tells them what's what.  I tested it out some time ago when
they wanted me to do the same thing.  It seemed pretty annoying though,
and I didn't fancy the feedback from users.

I don't know of a way to do exactly what you are asking Shawn, but you
could
use a form trigger to modify the change form to add this reminder to the
description field, or you could use a post submit trigger to send them
an
email reminding them. The post submit trigger would be nice because it
could
remind them using a specific change number that they need to integrate.
