That is correct. Print your message to stdout (stderr won't be shown to the
user), but have the trigger fail (no message is shown to the user on
success). 

There are no consequences to having a post-commit trigger fail.

AFAIK, messages are displayed ONLY when the trigger fails but not on
success. If the trigger is successful, then no message is displayed.

You want to implement a "commit trigger". Triggers are described somewhere
around p.100 of the Administrator's Guide.

Is there a way to have a trigger print a message to the user no matter what?

A "request" has been made to have Perforce print a message to the user
reminding them to integrate their current submission to another branch. They
don't want an email but a pop up message.

Any help is appreciated.
