[p4] P4V and check out of a binary file not at latest revision

For the record, I use Windows almost exclusively and I use P4V.  With
every release it has gotten better to the point where I much prefer the
P4V UI.

Just curious, but is the artist working on a Windows machine?
And if so, why are they using p4v?
