[p4] P4V vs P4Win

P4V is the newer GUI that works across all systems including Linux,
Unix, PCs, and even Macs. It is the GUI that Perforce recommends users
to use.
However, many Windows users prefer p4win because it is more "Windows
like" in its behavior. I recommend to get all Windows users to
initially try P4V because that way you're supporting a single GUI
across all platforms. But if a user really doesn't like P4V, tell them
to try p4win and let them know that your giving "limited support" on
it.
