No, it doesn't look like it, but those are Windows specific, which P4Win 
is but P4V is not.

However, it seems trivial to add this via Tools > Manage Custom Tools... 
in P4V. Click on the Help button in the "Add Custom Tool" dialog to get 
info on variables to use for selected file/folder/etc.
