[p4] P4V vs P4Win

Yes, P4V does have "Show in Explorer" right-click.  However, the
difference between P4Win and P4V is that this right-click is only
available on files in P4V, whereas it's available on files and
directories in P4Win.

Subtle change, but annoying none-the-less.
