[p4] Obliterate metrics

To get the best performance out of 'p4 obliterate', it's best to upgrade
to the latest version of the server software (2006.2 on Windows) 

I've tested 'p4 obliterate' on copies of the same depots using both old
and new versions of the Perforce server. The performance improvement is
huge in 2006.2. Upgrading the server/database did not take long - 30
mins max.
