[p4] p4tar/p4untar

It's pretty simple to create a windows version.  Just replace tar with RAR (or whatever compressor you want to use) and the appropriate command line options.  I commented out the use of uname and it's working fine.
 
Should take about 5 minutes of time.

Both these scripts assume UNIX platform (for example, tar, uname, diff). is 
there a Windows version of these?
