[p4] determining p4 settings

Run the following to show what is active and where it comes from:
P4 set
E.g.
C:\bruno_ws>p4 set
p4client=bruno_ws (config)
P4CONFIG=p4config.txt (set)
p4port=1666 (config)
P4ROOT=c:\data\perforce_depot (set -s)
p4user=bruno (config)
Shows that most of my values from a P4CONFIG file.
