[p4] Is a 1500 line protect table excessive?

There are 181 exclusions. I'll have a look at those first.

 

Thanks everyone for your comments. Looks like size is less an issue

than the order and removing the exclusions.

It is more important to make sure you get rid of exclusionary mappings
over shortening the table. Both are good to do, but don't put exclusions
in to create a shorter table. In fact, if you have to make the table
longer to remove exclusionary mappings, that will provide better
performance for the server.
