[p4] Is a 1500 line protect table excessive?

Maybe what I need is a protect table compiler - takes a bunch
of succinct, wildcarded and excluded, protect lines and
converts them to the most efficient form for actual use.

QA-ing it might be a pain, though.

of maintaining a 1500 line tree of protections and finding its
non-obvious
edge cases is almost by definition excessive.
