[p4] Sequence of events during keyword expansion?

That's what I was afraid of, but wasn't sure. The "refreshing"
message is a little ambiguous.

It occurs on the server. The server doesn't know what version is 
assigned until the submit is committed and the client is too simple to 
know how to patch a file. That's why when you have keyword expansion 
turned on, files go through an extra sync when you submit.
