[p4] VS2005 "Open from Source Control" binding invald and all files added

This is the strangest thing I've ever seen.  We have four or five guys already working but this one machine does not want to do this correctly.

Project stored in perforce.
Visual Studio 2005 with P4SCC plugin installed from p4v installer
Open VS, select "File | Source Control | Open from Source Control".
Select the directory in the depot containing the solution
Select the solution.
Solution and related projects are retrieved from version control

(This has been done dozens of times with no troubles)

On this machine, after opening the status refresh shows every file as added and the source code control bindings show connected and "invalid"

uninstalling and reinstalling the plugin didn't change anything, even telling it to "revert" didn't do anything.

Another machine shows the exact same information for the bindings - even down the the server name prefixed with P4SCC#

Anyone have any ideas on this?
