[p4] How to specify a release for build team?

we used a system based on client templates.  each build is based on its
client template, and these are checked into perforce. all you need is
the proper template name, and a changenumber.  We would map the
client template file into itself so that It would be labeled along with
the release, and also so that developers, who also created their
client workspaces from the template, could edit the client spec
when necessary.  When  a client spec file changed, a demon would
update its definition in the perforce metadata. This scheme could
probably be done differently now that there are spec depots.

We also had a naming convention based on client template names.
