[p4] Obliterate change list

If you obliterated the changelist, you would lose all the other
changes that were submitted besides the delete. If the only thing on
the changelist was the delete, then obliterating the changelist is the
quickest and easiest way to fix the problem.

Obliterate isn't a tool that you want to use on a regular basis, but
it makes a great eraser for getting rid of mistakes. Otherwise,  you
would have to go through the arduous task of implementing Tech Note
#14 -- something that was discussed yesterday on this very list.

The question is why is one developer eliminating a directory while
another developer is actively making changes in that directory? If I
go by a construction site, and I see one person painting a garage
while another person is tearing it down, I would assume that one of
them isn't "on task".

So, is that directory still suppose to be there? If it is, do a "p4
obliterate" to erase the mistake. Is that directory no longer needed?
If so, the developer with the two changes should simply abandon them.
