[p4] managing oracle schema/stored procedures?

We do, using the ability of Oracle 9i (and 10g, and likely others) to 
write files to disk using UTL_FILE . 

We're about to switch over to using Toad's Team Tracking (www.quest.com) 
facility, which integrates with p4 in some fashion as yet unknown to me.
