[p4] Daylight Savings Time Changes Affecting Perforce Servers

I know this is late, but I just got done talking with Perforce support.  We
applied the DST patches from Microsoft to our Perforce server, and the next
"p4 verify" that I did found MD5 checksum inconsistencies with head versions
of a bunch of ktext files (not sure if it was _all_ ktext files in my depots
or not).  Support reported that others have had this problem as well.  I
think that the ktext files had to be last touched during a non-DST
timeframe.

To my knowledge, the files are fine.
