[p4] How to avoid getting default client of hostname

I got by this problem by putting a p4.config file at my root directory
(in my case C:\) that had P4CLIENT set blank.

I use p4.config to set my P4CLIENT, however if I'm outside of a
perforce client
the default client seems to be the machine name.

Is there a way to turn of this defaulting, so there would be no
client?
