[p4] P4 monitor show

Behind the scenes P4Report converts SQL (via ODBC driver) into perforce
commands which it executes via P4API - thus no real difference to server
access than any other command, though it may be easier to consume at the
client in some circumstances.

(P4Report is not going direct to the db.* files).
