To my knowledge, the perforce triggers don't work that way.  The auth-check
triggers completely supplants any security setting on the server, which
tells me that the auth-trigger is the only way to authenticate users.

IMHO, it would be nice to have a "fall-through" the auth-check to go to
normal Perforce passwords if the auth-check fails in some way.  There may be
reasons that's hard, but it would be very useful for situations just like
this one.
