Yes, it's still necessary.  This is implied by Perforce's design, and is
unlikely to change any time soon.

FWIW, the issue isn't exactly that it stops working under heavy load, but
that when the db.domain or db.user tables are locked, all commands hang
until the lock is released including p4 monitor show.  So if neither of
these are locked you can have heavy load without affecting p4 monitor show.
