[p4] trigger change-content - compile before commit submission

Thanks for all the responses!   
 
After considering everyones ideas, we are going to go with the name and
shame approach, and have a wooden spoon award for people who break the
compile.  The build server will build ( via MSBuild ))each submission
via a trigger, then email everyone when something goes wrong - or
possibly IM them for quicker response.
 
A nightly build is also done and deployed to another server for testing
purposes.  Unit testing is also done here, but considering moving this
to the submission builds.
