[p4] Mac/ppc tmp file foobar'ing

We found the issue, some external application had foobar'ed this  
developer's permissions in his root perforce directory (/Software/ 
Perforce). We're checking it out to make sure it wasn't P4V, because  
Xcode and P4V are the only apps that really access the data therein.
