[p4] db.label and p4d verify -xv.

The freed space will be reclaimed and db.label will shrink when you
do a  checkpoint and restore.

I think it's pretty good about locking one file at a time.

Ask Perforce Support.  Whoever answers this should first learn
the details of what's happened to your server.
