[p4] Can I inject something into a changelist?

Conceptually, the other "list of files" is obviously
submission "metadata".

Which implies to me the best way to manage this is to
use some form of real Perforce meta-object instead of
a "list in a file".

Perhaps a special type of job form?  Perhaps a label's
contents?  Perhaps a set of attribute-value pairs
associated some relevant file?
