[p4] Usefulness of labeling deleted files?

It can be important when you sync your clientspec. If you have b.c#3 in
your local client then sync the label it will end up with a.c#3 and
b.c#3 in your clientspec. Now, if you *always* started from an empty
clientspec, then it wouldn't make a difference. Otherwise, labelling
deleted revisions is the only way to guarantee that b.c won't be on the
client.
