[p4] filename case woes: cannot rename Foo.H to Foo.h

This has worked for me in the past
Delete the file
Re-name the file in the workspace
Add the file
Submit
Remove from workspace 
Sync -f the file to test.

Do it from a Linux host.

Then install a submit trigger that enforces the case sensitivity you
need.
