[p4] Vista Symbolic Links in Perforce Workspaces

Is there some trick to getting Vista symbolic links to work in
Perforce?  Here's what I did:

1) Created a workspace on Vista
2) Made a text file named "happy.h"
3) Used Vista's mklink utility to make a symbolic link named "mood.h"
to point to happy.h.
4) Used p4v to mark both "happy.h" and "mood.h" for add
5) Changed the filetype of mood.h to symlink
6) Submit
7) Removed-from-workspace
8) Sync

After the sync, the symlink is no long a symlink, it's a text file.

I don't know how Perforce handles symbolic links on Unix.

There's a developer on my extended team who misses some feature of
SourceSafe that I think we could provide with Vista symbolic links.
