[p4] Marking a file "do not submit"? (Roy Smith)

Hi,

Hereby are additional two "do not submit marking" alternatives:

1. By the super-user, assign the file in "p4 protect" as "open" (not
"write", as usual).
2. By the developer: In another client, open-for-edit and lock the file.
