If you are fairly comfortable about the security of your environment and
don't manage a large number of users you might try what we do. It will
require a security level setting on the server of 2 or 3. In this case,
just don't set a password when you create the account. With the
password blank, the user will be forced to set a password before they
can do anything. There is always a risk that someone else could
high-jack the account before that user gets in but the same is true with
most "simple" passwords anyway.

Subject: [p4] Perforce password - forcing manaul modification in first
login
Hi,
Is there a way to enforcing modification of Perforce password at the
first time the user is login into the system?
The required process is:
A. The super user set a password for a simple user.
B. The super user sends an email to the user with the password.
C. The user login to Perforce via P4WIN, P4V or P4WEB (not via
command line interface), and the "change password" dialog appears
automatically.
D. The user types the old password (supplied by the super user) and
the new password - and the new password is set in Perforce database.
Please your advice.
