I can't think of any way to do it with that level of interaction. You
could potentially create a trigger on the client form (first thing they
need to do, right?) that won't let them do anything. But there's not
really any trigger on setting the password for you to know they reset
the password.

You could set them up with no password, but a security level that
requires one. That's the closest I can think of without relying on a
wrapper of some sort that would be entirely voluntary.
