That's exactly what I'm saying.

If you think your developers - who you carefully selected and pay a great
deal because of their skills - can't find their way round a release process
they consider to be obstructive, you're making a mistake.

Let them check their code in.  Find a way to do the reviews and all the
other steps too.

But never prevent them checking code in.
