[p4] no write permissions to files after p4 sync

Another way is to change the client's noallwrite option to "allwrite"
when Perforce does a sync, it will keep all files as writable.
HOWEVER, this isn't recommended. Just because you changed a file
doesn't mean that it will be submitted. To submit a file, you first
must assign it to a changelist, and that is done via the "p4 edit" or
"p4 reopen" command.
