Add the parent folders of both your source and target locations to your
client view, and use the rename/move option in the UI to move the files.
Don't forget to submit afterwards.

Subject: [p4] Moving folders one level up in a branch
All,
I ahve created a branch subproj1 with folders src and include in it . Its
located under //depot/project12/subproj1/ I want to move the folders src
and include so that they fall under project12 instead of myproj . I tried
with the rename/move option on right click under the depot tab . It says the
folder is not in the client view . How do i move the folders ?
Regards
Ram
