[p4] Multiple clients - single user

Our SOX people really didn't like the idea, until I pointed out that our
shared user was read-only.  

Also, our teams rely on knowing exactly who broke it, because the person
who broke it is generally the best person to fix it (or at least explain
why they broke it)
