As of version 2006.1, perforce has the ability to write an audit log which
records a time stamped entry every time the contents of a file are
transmitted to a user. See "Auditing user file access" in the
administrator's guide for more information.

There's a "Last Access Time" on the Perforce clients which is when that
client was last used in executing a p4 command. Would that help?
