[p4] proxying to remote disconnected site?

Greetings,

One of my clients has a team working where they cannot access the
internet and therefore cannot vpn in to connect to the main perforce
server.
Currently, they are taking cd's to this site making modifications and
then email ing the changes back.

Is there a way to put a local server there, and then merge updates
between them without a direct connection, via applying
diff's/journal/something via cd's ?
And them capturing their changes in a form which can be emailed?
