Set up a server on your laptop. Use this server for development purposes.
It's safer than using your live server anyway.

That's a valid reason (except for 'shit') but it should have fallen back to
latest server revision anyway.
Use case: writing a p4perl script while on a flight.
Perforce's inability to do anything unconnected (even help) is really
bothering me...

Because the features available depend on the revision level (and possibly
configuration) of both the client that you are running and the server that
you are running against. And if you can't connect to a server, you can't do
shit anyway.
