[p4] Changelist Modification

Only an administrator can modify a submitted changelist. I believe you have
to run p4 change with the -f flag.

I have a need to modify the descriptions of changelists after they have been
submitted and I was wondering how to do this?

The reason for need this is because people have integrated a large number of
files (60 000) from one place to another using P4V and that app
automatically fills in the description with "Rename/Move: //file1 To:
//file2". Since there are 60000+ lines of these in the description, the
changelist is over 24MB and doing a get history in P4V takes 2mins to
complete. I want to be able to edit the change list and replace all that
with something shorter.
