Any p4 client from the last few years works with any p4d server from the
last few years. If the client falls back to its own idea of the
server's cqpabilities
it may give the user incorrect help when the server is momentarily unavailable.
As an administrator I have control over what server version is running. Users
oftenhave their own ideas about what client to run.

If you want to do development work while disconnected, put a copy of the
commands reference on your laptop. As others suggested, it's easy to
run p4d on your laptop which would allow you to actually run and test your
script.
