[p4] SCC API error "Initialize failed" occured

Hi all

I have just formatted my system and I have reinstalled Perforce Server, 
P4Win and P4V (which container SCC plugin), VFP9 and restored my 
Perforce Depot.  I have also selected in VFP Tools | Options that the 
source control to use is Perforce SCM.

I can see my depot properly in P4Win but when I open my already checked 
in project in VFP I get the following message:

SCC API error "Initilize failed" occured.
The project will be opened without source control

Please advise what I did wrong?
