[p4] Deletion of a branch

As Chuck points out, there's a difference between the branch spec and 
the location in the depot. From your question, I think you're talking 
about the location in the depot.

The first question is, "why bother?" It's part of the history.

Are you trying to just hide it? You can do that either with protections 
or by using 'p4 delete'.
Are you trying to save disk storage? Disk is cheap, but if you really 
must, 'p4 obliterate' is the command to use.
Are you trying to correct a mistake? The 'p4 obliterate' is the way to go.
