[p4] Deletion of a branch

This particular recommendation is "the nuclear option". It removes all
traces, and is admin-only and scary.

Think of this choice as being AN answer to the question, "how can I get my
cat to stop meowing."

It is not the only choice.

1. "p4 obliterate" is the "blow it up" answer;
2. "p4 delete / p4 submit" is the "put it outside for now, but keep its
picture on the mantel as a reminder" answer;
3.  "p4 sync file#none" is the "put it out for the night, let it in tomorrow
morning" answer;
4. "change protect tables to make the branch invisible" is the "paint the
cat blue and have everyone wear glasses that don't allow you to see blue
things" answer;
5. "Change the client view to not see it, then 'p4 sync'" is the "cat? cat?
I don't see a cat." answer.

Don't blow it up. You might need that cat, someday.
