[p4] Deletion of a branch

If you create the branch spec, you have created a convenient
abbreviation for integration operations. No more, no less.

[Asde: things like view of the branch-spec and owner of the branch-spec
only mean something for operations like "edit branch spec" and "use
branch spec for an integrate" but nothing more.]

But what about permissions for the the tree or files that are the
branch itself?  Those are just files, and the protections from "p4
protect" will apply.  The branch is readonly if the "p4 protect"
entries for those paths are readonly (to the user you're asking
about).

Only the administrators can play around with "p4 protect" permissions...
