[p4] Perfroce server time and time zone after Day light saving time change

Hi all,

I noticed an issue: After the recent time change (3 week earlier
Daylight Saving Time in U.S and Canada), the time perforce server picks
up from the host machine (which has been properly patched and sync'd to
a time server) is correct, but the time zone isn't, as per the stdout
from "p4 info". This may lead to the time stamp reported in your
submitted change description be 1 hour behind.

As per Perforce tech support, restart p4 server solves the issue. And it
does for me! As it was normal last year with a normal DST change, I
would say it's because of the 3 week earlier change starting this year.
For the same reason, I doubt I have to restart the server again when a
later standard time changes in the fall.
